32-bit Apps problem on Vista

After about 2 months of using 32-bit applications,
downloading/gaming/etc, vista suddenly decides to kill the UDP protocol
for all 32bit apps. As a result, every 32-bit app i run it just gets an
error and windows diagnostic tries to repair, but fails. The 64-bit apps
still work fine. This seems really odd and i know it can't be the
firewall or 3rd party apps.

Anyone have any ideas as to what is causing this?

Any errors in the event viewer?

On uTorrent (32-bit) i get:
faulting application utorrent.exe, version 0.0.0.0, time stamp
0x45d4be3c, faulting module unknown, version 0.0.0.0, time stamp
0x00000000, exception code 0xc0000005, fault offset 0x025c00c4, process
id 0x454, application start time 0x01c7e59deecbba07.

and on ie7 (32-bit) i get:
faulting application iexplore.exe, version 7.0.6000.16512, time stamp
0x46807103, faulting module unknown, version 0.0.0.0, time stamp
0x00000000, exception code 0xc0000005, fault offset 0x03d500c8, process
id 0xa64, application start time 0x01c7e59be6f23e41.

warcraft3 just acts as though i dont have a modem and steam just signs
in offline mode, cant find error messages for them in event viewer.

Assuming this is Event ID 1000, this could be the application incompatible issue. Also assuming this is Vista 62-bit, it could be the hardware issue too. As we know some older 32-bit drivers and services are not supported by 64-bit Windows. Check the following links for more troubleshooting.
