Yes, they can!
Add the User Name (Logon Name) and password of the 98 PCs to the XP PCs as
User Accounts (on the XP PC, go to the Control Panel, User Accounts).
Alternatively, on the XP PC, switch to Simple File Sharing and enable the
Guest Account.

One BIG tip, try to use the same protocol on each PC.... TCP/IP. NeuBeui is
NOT needed to make a peer to peer network work successfully! Mixing and
matching protocols is usually a recipe for a horrible mess.
