A drive keeps whirring... no disk in it

Often on my Windows XP Home Edition.. on startup A drive
becomes active and stays until I put a disk in then
when I click on other tasks, it becomes active again.
Also, quite frequently, this Windows XP will not shut
down .. i have to turn it off at the switch on the back.\
Please give suggestions. THank you. b.
