Access denied on reading IncomingArchive

I have an application where I try to read the Incoming Fax Archive.
If I run the app with administrative rights everything works fine. If
I run it as a 'normal' user I get an 'Access denied' error.

Which rights do I have to set for the normal users to read the
incoming archive?
