Access is denied when adding HP print driver

Hi
We are having this weird problem, where a locked down user cannot install a
new print driver (from print server), if this driver has not been installed
on that PC before. So if someone with local admin rights install that driver
first, then a locked down user logs on attempts to reinstall that driver,
then its ok.

There is a GPO setting that prevents users from installing print driver, but
that is not enabled.

We are on WinXP Pro workstation, and Windows 2003 print server.

Are the DCs Win2k or Server 2003?

Verify that the Point and Printer restriction policy is also disabled.
