access is denied when trying to install any printer

Hi,

I am trying to re-install my HP printer and I keep getting
access is denied. I get the same thing when trying to
install a PDF converter that cam with QuickBooks.

I am running XP Pro and am the Admin.

Is the print spooler running?

From the command prompt, type

net start spooler

and hit enter
