Access to programme

Have just bought new computer with XP started with 1 user
and installed new programmes, then added new user and
that user cannot access these programmes. What do I do
to enable new user access to all programmes

They might need to be an administartor. Log into your first account and
goto the Control Panel>>User Accounts. Click on the user who can't install
programs and make sure with account type is an admin and not limited user.

I have XP pro and I have the same question. Please help.
