Default Access to System Folders?

I notice Vista doesn't want to let me in to system folders. I was trying to
copy outlook express's folders over to vista and do a bit of experimenting.

Is there any quick and easy way to get access to everything?

Try disabling UAP, Click Start > All Programs > Accessories > Run > type in
"MSCONFIG" (without quotes of course) > OK > Tools (tab) > scroll down to
"Disable UAP > click Launch (restart system).

Try accessing the system folder.

I succeeded in doing that by opening Explorer as Administrator. Some folders
(such as the "Users\Public" tree) are still protected in this mode, though.

Should the "Users\Public" tree really be 'protected' or should an
Administrator have access to it?.

IMO any member of the Administrators group should have full access to it,
but this isn't the case currently.
