Add printer wizard is blank

I have two new Panasonic Toughbooks that I am trying to install a printer on.
The printer is a Pentax PocketJetII. It sends you to the add printer wizard
in windows to set the printer up. The window is blank though. I can hit 'N'
to go to the next screen and choose local or network printer. I choose local
without auto search. The next screen is again blank so I am unable to choose
a port. I can use the tab key and arrow keys to manipulate the screen but
can't see what I am doing. Most ports give me an error that the specified
port cannot be added. I have gotten it to go past that screen with no errors
but it never asks for the printer type and the printer never shows in the
printers folder. The print spooler is started and I am using the local admin
account. I created another local admin account with same results. This
happens on both laptops. I am however able to install an Epson printer by
using the Epson install. Thanks for your help.
