admin tools/disk manager won't initialize disk

i'm installing a new hard drive and i can't initialize it in the disk manager in admin tools/computer management. when i right click on the drive, there's no "initialize" option, only properties and help. i've done this before with another drive and had no problems, but this one just doesn't seem to want to initialize.
