administrative policies

Default administrative policies

I have attempted to download some programs via the Internet. The programs
download and attempt to install, but before they are done I get the following
message: "The system administrator has set policies to prevent this
installation."

I do not remember setting this policy, which means I do not know how to undo
it.

Can someone walk me through it?

Thanks
