Administrator Permission

I am trying to reload my Win XP backup CD after having a
new hard drive installed. The procedure says I must have
my Administrator's permission to do so. I am the Ad.,
but "IT" will not let me load the backup. How do I gain
the permission? Thank you kindly, Don
