Allowing specific users access to a shared folder

I'm having multiple issues with this and have tried a dozen different things
that I feel like should be working, but are not, so let's start out by seeing
if someone could step me through the steps to do this.

Take "c:\Test". How do I set up sharing so that only accounts on other PC's
with my same username and password are able to access this folder over the
network? For clarity's sake, let's say username is "Dustin".
