Anyone else get this warning and know how to fix it?

Hello all, this is my first time posting. I got a Sony
Vaio laptop with Windows XP operating system. Every once
in a while I will get this warning: "Real-time I/O
service does not work. Please check the services applet
in the Windows control panel" Then when I got to a
website, it will not load. To fix it, I have to go to
control panel, network and internet connections, then
internet options, then connections, then settings, then
properties, then networking, then un-check Internet
protocol(TCP/IP), then restart my computer, go through
the process again and check Internet Protocol, then
restart my computer again.
I am really getting tired of doing this. How can I
permanently fix the problem? By the way, I cannot even
find services applet in my control panel.
