ATI all in Wonder Pro won't start up

I am running An Aopen GeForce MX400 AGP as primary video
adapter.I want to run a second adapter an ATI All in
Wonder Pro Pro 8 meg card but the Device manager says it
cannot start (CODE 10). I have the correct Window XP
drive 5.1.2001.0. Any help is appreciated.
