Sounds like the input cable may have a broken shield lead at one end. Try
unplugging the cable from the input and see if it's quiet. You may also have
a ground loop problem. If your cables are good, try unplugging the COAX
cable from your TV, if connected to your system somewhere, or if you have
cable internet service, try disconnecting the incoming cable to the modem
and see if it gets quiet. If so, then you need to get a ground loop isolator
to put between your COAX coming in the house and your cable modem or TV.
