Badly fragmented files, ntuser.dat and ntuser.dat.LOG in WinXP Pro

C:\Documents and Settings\Administrator\ntuser.dat
(4,608KB);
C:\Documents and Settings\Administrator (1KB).
Both show up as fragmented and after 6 defrags there has
been no change. Obviously the larger one is the more
urgent issue. These files play some manner of role in
the registry, so I'm reluctant to approach this problem
on a trial-and-error basis.
Can anyone please advise on what can be done?
