big problem user account

im trying to start a new user account for my famliy
on WINDOWS VISTA

but when i do that some things do not work proper
like the sidebar
and the internet

the sidebar gadgets show up as black boxs or nothing at all

and the internet dont work proper
gives me http erro 500 for ALL web sites

and some times it dos work but cant log on to any thing
on the net

i tryed to do systom restore
and restarting the computer
i tryed to delete the account and do another
but sill get the same thing
i did a scan and still nothing

im at a lost can any one help me out please

Hi,

You may want to restart the computer in safe mode with networking available.
To do this, restart the computer, and before windows begins to boot, press F8
to open the boot menu. Select "Safe mode with Networking", and log in with an
administrator aaccount. From here, you can try to create another user
account, with administrator or standard user modes enabled. Once created,
restart the computer in normal mode, and log in to the account you just
created. The problem should be solved. If you still experience the problem,
you may need to re-install the operating system, since it may have been
corrupted.
