Binding a second IIS address

I can bind IIS to 192.168.1.100 just fine. I have added a second IP address
(192.168.1.123) to be bound to another program (dvarchive). Upon bootup, IIS
binds fine to 192.168.1.100-- but the 192.168.1.123 does not bind. If I stop
IIS, thereby releasing port 80 on 192.168.1.100, 192.168.1.123 sucessfully
binds. If I then attempt to restart 192.168.1.100, I get an error starting
"The process can not access the file because it is being used by another
process (Exception from HRESULT:0x80070020"
