Otherwise this could be a problem with the video card. Check with the
manufacturer of the card for if there are newer drivers available. If
you recently installed a new driver for this device, remove it with
the Rollback feature.
Also scan your system for malware with Ad-aware
(http://www.lavasoft.com) and a good virus scanner.

http://www.ati.com/index.html but as you have a Dell, make sure first of allthat you shouldn't be asking Dell for support or drivers.
