I would never try to use Windows XP Fax to send to more than 3 recipients at
one time. What you are trying to do requires a fax board and robust third
party software. Windows XP Fax is a free add-in for users to send an
occasional fax to one or two recipients. No way does it have the capacity to
do what you want.
