BUG - Windows Live Messenger

this is my first post on a newsgroups so please be fair

i have a problem logging into Windows Live Messenger
when i log in it keeps coming up with

"The procedure entry point CredParseUserNameWithType could not be located in
the dynamic link library Secur32.dll"

i think this is a bug but it could be a fault, if needed i can provide
screenshots

thanks for reading and i hope there can be a way to sort this out.
