Mike, you should be able to set up the system to turn on just the way you
specify in the post without having to physically turn off the computer. Go
to the system bios and find the power setting. Open it and try to find
something that will allow recovery or turn on from power outage or something
similar. Most computers have this. It probably currently reads something
like last state or leave off. Since I don't know what bios your system has,
you will have to experiment around a little to find the right solution.

All of my desktop systems are on power centers attached to UPS devices and I
use them just like you want to do.

XP doesn't ever say "It's now safe to turn off your computer" that's only on
older Windoze.
I have mine set up to boot when I press a certain combination of keys, or
you can do the same with a click of the mouse. Settings are in the BIOS.
