can not access parental controls on vista 64 bit

I can not access parental controls on vista ulitimate 64 bit.

I double click on the icon in the control panel and nothing happens.

The service is running.

I see others have the same problem:

the solution offered is do a system repair. I don't know if I want to do
this as it may screw up a bunch of others stuff, such as many drivers
added - plus I have the oem version so I don't even know if I could if I
wanted to.

Is there a fix for this?
