Can not communicate with web proxy

Default Can not communicate with web proxy

I was just wondering does anyone know how to fix this problem. I am at
university and they dont know how to set up the internet with windows vista.
i have put in all the proxy settings an IP address. I can connect to the
local network but i can't connect to the internet. It comes up with can not
communicate with web proxy 192.168.6,2
