Can you set a different program for "Open" and "Edit"?

In older MS OS's, you had the ability to use one program for "openong" and
another for "editing" graphics. Has that capability been discontinued with
WinXP?

I'd like to use one program to "view" graphics and a different one to "edit"
graphics, but the option doesn't appear to be available any longer when
setting file type associations.
