Cannot add fax account

I have a Vista Ultimate pc on a domain which has a local modem. I do not wish
to set up a fax server on the domain server. I set up Fax and Scan on the pc,
but am unable to add a fax account with user credentials. If I add it with
admin credentials, the account does not appear for the users. What do I need
to do to add a fax account that users can use?
