Cannot install XP Embedded SP2 FP2007 Eval.

Am I being stupid?

I downloaded the XP Embedded SP2 FP2007 Eval. I burnt the ISO image to
a CD. Insert the CD into my XP Pro dev machine and I get the setup
screen.
The readme tells me to choose 'Tools Setup' from the menu, but all I
see is 'Tools Update'.

I tried to run the Tool Update but it bombed out with some message
like 'Cannot connect to database..'

What is going wrong?

You probably downloaded the FP2007 update only. You will have to download
the complete XPe eval in order to install.

The installation steps are a bit tedious since you have to install SP1, then
SP2, and finally FP2007.
