Cannot manage Startup Programs if Defender is turned off !?

Good old Symantec Antivirus, when installing, turns Windows Defender off.
This happens with RC1 build 5728 for both x64 and x86. Don't know what
happens on previous builds.

If Windows Defender is turned off, it is not possible to manage startup
programs through Control Panel - Performance Information and Tools - Manage
Startup Programs. It warns you that Windows Defender is turned off and
you can only close the window.

Apart from turning Defender on is there an alternative way to manage Startup
programs or is this a feature of Vista or a bug ?

Same as in XP, msconfig.

Yes; I'd forgotten - it works fine.

Now we need to find out whether its a feature or a bug to block "Manage
Startup Programs" when Defender is turned off.

You're welcome. I would think it's by design since the Manage Startup
Programs link opens Defender, and this feature was introduced with Defender
starting with the XP version, so it's not a separate module. Just another
reason not to use Symantec AV.

Unfortunately I have to use it for the foreseeable future.

Is Symantec AV the only one that turns off defender ?

I do know neither AVG or Avast turn it off. Not sure about any others. I
believe Spybot S&D 1.4 and Adaware SE personal 1.06 work in Vista. Haven't
installed them yet, though.
