MAYBE what you need is to run Disk Management (diskmgmt.msc). Right-click
on your USB drive and click Properties. On the Policies tab, choose between
Optimize for safe removal and Optimize for performance. The second option
uses the write-behind cache and there is the risk that your latest disk
write has not made it all the way to the drive; the first does not use the
cache, so it is safe to remove the device in just seconds after the last
disk operation.
As to your 3 questions, the answers should all be Yes.
But I haven't used an external HDD since my SyQuest SyJet died a few years
ago, so I'm not sure that is the right solution for you.
