cannot update windows or direct x

i get an error message telling me to change security
settings, i have walked through this and still I am unable
to update
I have also tried support for the windows update and did
some troubleshooting but still i cannot update windows.
On a somewhat related note i cannot update directx i
always get a message saying it hasnt been certified.
dont know if the problems are related but i hope they are
i would rather one fix instead of 2
I use windows XP home edition
