Default can't access user accounts from the control panel

Whenever I click on that option, it opens up notepad with
an error message as follows: The filename, directory name,
or volume syntax is incorrect.

The only changes to my system that I can think of is a
defrag, I did a few days ago. Do I have to re-install
windows? Please help.

Thanks.

have you tried a System Restore to before the de-frag
date?

Default Re: can't access user accounts from the control panel

Try using System Restore to take you back to a time prior to when this
began. Start\All Programs\Accessories\System Tools\System Restore.
