Can't Change User Power Settings

Win XP Pro SP1 in Win2003 server environment.

I have a user who is complaining about his PC going into hibernate mode or
similar.
If I give the user domain admin rights or local admin rights, I still can't
alter the power scheme he is using, although all controls are visible (not
greyed out).
If I logon as local admin changes can be made.
Trying this for another user on a different, but very similar, PC allows
full control of power settings!

WTF is going on here?
