Can't Download Security Updates Q811279 &822603

I suspect I have the same problem that these updates are
supposed to correct. However, I cannot download them since
I continue to get a message that says "WEUpdate cannot
retrieve information needed for steup from database."
What is this and how can it be corrected. I have a bad
problem with USB ported devices causing my computer to
reboot continually. Thanks.
