Default Can't drag to Notepad run as Administrator

If I run Notepad as Administrator, then I can't drag a text file from an
ordinary Explorer window and have it appear. The Notepad window remains
blank. If I also run Explorer as Administrator, then it works. I found this
out while trying to add an entry to the hosts file.

That's correct behaviour (well 'as designed' anyway) I believe. While the
two programs are running in different contexts you cannot move data from one
to another (especially the least trusted to the more trusted).

If that's the case then the Notepad window should not show the icon
indicating that it is accepting the dropped file...it should show the
diagonally slashed circle indicating not allowed.

I concur. You've found a bug, in my humble estimation.
