can't get into control panel even though I'm the administer

Hello,
I recently set my daughter up using the wireless dsl
connection.........since then I'm unable to get into any
of my programs, control panel, I can't even get into my
Kodak photos or change my desktop........keeps saying the
files have been moved, or that I don't have the authority
to access them. I don't understand what's going on.
Please help??
