Can't get tools-internet options open in Internet Explorer 6.0

I've been getting debug errors on many scripts while
surfing. I had planned to try to turn off debug
notification in internet options, but when I tried to
access the options, I got a warning stating This
Operation Has Been Cancelled Due to Restrictions in
Effect on This Computer. Please contact your system
administrator.

I am using an administrator account, in WindowsXP.

Any suggestions??
