Can't install wireless muse/keyboard ' HELP!

I am trying to install a MS Keyboard Elite for Bluetooth & Intellimouse
Explorer for Bluetooth. My PC came "Bluetooth ready." I downloaded the latest
and correct software from MS. I have the MS Transrceiver for Bluetooth in a
USB (have tried several). The PC never recognizes the hardware when
scanning, and I get a message that the "MS Wireless Transceiver for Bluetooth
cannot start (Code 10). What do I do? Any assistance will be greatly
appreciated.

More information:O/S: Vista Home Prem.
O/S: windows nt 6.0
O/S Br: msie 7.0
