Can't open COM2 after XP upgrade from 98

Using Visual C++ I used to be able to open COM2 and talk
to devices at the end of the wire. Now that I upgraded
only COM1 works. COM2 is listed as working in the device
manager but fails the open. Anybody have I guess at what
happened?
