Can't silence the default beep

When I adjust the volume control, I get the default beep
as soon as I release the mouse button.

In Control Panel, Sounds and Audio Devices, I can
eliminate any sound by selecting "(none)" as the sound.
But if I select "(none)" for the default beep, the
loudspeaker icon still remains and I still get a beep.

Please advise.
