Can't start Routing and Remote Access service

I have Windows Vista Home Premium.
When I try to start the Routing and Remote Access service, I see the
fllowing error message:
"The Routing and Remote Access service on Local Computer started and then
stopped. Some services stop automatically if they are not in use by other
services or programs."
On Event viewer, I see the event ID 20103 : Unable to load
C:\Windows\System32\iprtrmgr.dll.
Can you help?

Make sure all other dependencies services are running. Or check this search
result.
