Capping home network bandwidth

Is there a way to limit the bandwidth to any specific or
all computers connected to my home network? To lower
speeds, allowing one computer to get a larger cut of the
bandwidth? I have a home network with a MS Wireless Base
station, 2 desktop PCs and a laptop. On one of the PCs,
I play alot of internet based games, and find that I get
lag when another computer is being used to surf the net,
download files or steam music. I'd like to know if
there's a way to effectively limit the bandwidth use by
the other computers.

I think that in most cases in order to achieve what you
want, the device that connects your PC's has to be
configurable itself. I know that some high end switches
and routers can be configured. I am not sure about the
specs for your MS Wireless Base station but most home
networking hubs, routers and switches are not configurable.

One idea, which I have not tested myself, may be to set
the NIC in the PC or PC's that you want to have limited
bandwith to 10 Base T instead of autosence or 100 Base TX.

atleast it is possible to do so from each individual computers with program
like

http://www.netlimiter.com

it limits bandwidth down to ip level if you want. Not sure how it would
behave on network when games are played though.
