CD & DVD drive access denied

When I try to access a CD or DVD I get the following message
D:\ Is not accessible, Incorrect function. for my DVD drive or
E:\ Is not accessible. Incorrect function. for my CD driv
I have run PC doctor and once complete the drive will work properly until I eject the disc and insert a new disk. Once the new disk is inserted I get the same message.
This started last week when I downloaded my upgrade of Norton antivirus and added the firewall software. I have subsequently disarmed the firewall to see if that caused it somehow but it has no impact.
help !!
