CD-Rom = removable media?

When I insert a blank CD into my CD-R drive Windows
recognizes the drive as "removable media" and no longer
as a CD-R drive. Obviously, this makes it impossible to
burn CDs as CD burners no longer recognize the drive as a
CD-Rom. How can you stop this? Any help would be nice
(I'm running WinXP Pro).
