cd-rw drive doesn't know it has a blank

when i try to burn cds, as i have successfully in the past i get error
message "Insert a blank CD-r or CD-RW in CD drive (E

, and then try again."

But there is a blank cd-rw inside! I have gone through the entire
troubleshooting menu with no success. is this a hardware problem? Device
Manager says the device is working fine. pls help. cs

Reboot your computer and try again. It should work now.

I forgot to tell you to reboot with the CD-Rom drive EMPTY.
