Change Button/Admin Rights

If an installed program is changed through "Programs and Features" with the
change button you are not prompted for admin rights. When some features are
added to an installed program you may need admin rights like when the program
is first installed. The only work around I have been able to find is to run
setup from the original CD which does prompt for admin rights. Is this going
to be changed in the final version?
