Change Desktop Background

Using the "personalisation" option in control panel doesn't change the
background picture. (Build 5472 and RC1 5600)

I can only do this using the context menu in IE7.
Tried Windows Explorer, Photo Editor etc, but these don't work either.
The option in IE7 also defaults to a tiled layout with no option to change.

I have a Dell Latitude D800 with WXGA widescreen panel (if this makes any
difference)

Anyone got any ideas / had this problem?
