Changing the setting in the scanner and camera wizard

I'd like to set it so that I don't have to always change the paper source
(doc feeder) and scan settings. Is there a way to change what windows has
as its defaults?

Check with your scanner manual.

i don't understand why that would matter?

I have a BrotherMFC 9600

All I want the scanner wizard to do is default to
200 DPI, Black & white text, Document Feeder, Letter Documents documents - I
have to set this in the scanner wizard each time - although the scanner
provides all other functionality, this is the typical documents that i
scan -

Because your default settings are part of the scanner software. NOT part of
Windows.
