Cmdlines.txt not executing

I have tried to use of cmdlines.txt for installing drivers. I create
Cmdlines.txt in the RIS server Directory structure. I am placing the file in
the /i386/$OEM$ as Microsoft documentation. I have place the
oempreinstall= yes in the [Unattended] section of the (ristndrd.sif) file.
The file is
copied to the local drive during the install. However nothing is executing.

My other question is can I run RunOnce commands with the user who does not
have the necessary permissions on the local computer
Does anyone know of a way how to use Cmdlines.txt and RunOnce commands
with Ris server.
