Com 3 port conflict?

I had a working PCI modem on com port 3. Recently com port 3 disappeared(?)
with no warning, so that now it does not appear in the list of ports in
device manager, and my modem diagostic says there is a conflict on com 3. I
recently installed xp sp2, but I believe the port worked after that.

How do I 'add' a com port? Is that wise?
